Council DA Estimates

November 22, 2023

We specialize in providing ‘Registered Quantity Surveyor’s Cost Reports’ as part of our estimation service. These reports are highly sought after by local government councils in NSW, serving as a crucial element in the development application process for new constructions and Council DA Estimates.

These assessments, often termed ‘Council DA Estimates,’ serve a crucial role for councils in computing applicable fees and contributions under Section 94 of the Environmental Planning and Assessment Act 1979. Councils heavily rely on these estimates for financial planning and regulatory compliance.

The format of Section 94 reports varies from council to council however, except for a few councils that do not require a report in NSW, Councils will require that an AIQS registered quantity surveyor verify that they have:

  • Inspected the plans the subject of the application for development consent;
  • Prepared and attached an elemental estimate generally prepared by the Australian Cost Management Manuals from the Australian Institute of Quantity Surveyors
  • Included GST in the calculation of development cost
  • Measured Gross Floor Areas in accordance with the Method of Measurement of Building Areas in the AIQS Cost Management Manual Volume 1, Appendix A2.

At Cost Logic, we recognize that creating an estimate for the council application is frequently the final prerequisite before lodging your Development Application. Therefore, to align with your critical timeline, we commit to finalizing our report within 48 hours if urgency demands
